It is the most populous community in Penobscot County and has been the county seat since 1852. The town contains three hotels, two restaurants, a library, two banks (the Bangs Bank and the Saco National Bank), a post office and several churches. Many people from Saco commute to other parts of Maine for work or school. The first settlers in what is now Saco were fishermen who came upriver from Canada in 1794. They named their community after Samuel Adams whom they met on their way upstream. In 1802, George Stephenson built the first railroad through Penobscot County and eventually brought new settlers to Saco. By 1832, there were over 100 residents living in Saco. Sacombe Cemetery was established in 1850 by members of the local Methodist church and is still used today. The first public school was opened in 1865 by Mrs. Higginson and Mr. Morse as part of a larger project to improve education for poor citizens throughout Penobscot County In 1896-97, Sacombe voters passed a resolution asking Congress for money to be appropriated for improvements to sacombe Falls which had been closed due to lack of funds at that time In 1911-12 an effort was made by Mayor John Cavanaugh with the help of his wife Agnes Cavanaugh to get city status for sacombe but it failed when vote tally showed only 2-1 against it
In 1784, Saco was settled by English Loyalists who fled the American Revolution. The town began as a small farming community with only a handful of homes. By 1800, Saco had developed into a thriving town with an active economy and a strong community spirit. In 1837, the Saco Female Seminary was founded in the town and continues to be one of the most successful educational institutions in Maine.
