West Monroe is a town in Jefferson Parish, Louisiana, United States. The population was 9,049 at the 2000 census. It is part of the New Orleans–Metairie–Bogalusa Metropolitan Statistical Area. The town is named after Major General James Wilkinson who fought in the American Revolutionary War and was an aide to George Washington. West Monroe was founded in 1812 as a military post on the Mississippi River by Captain John S. Rankin and captain Levi Coffin. The Post office moved from Biloxi to West Monroe in 1814. In 1825, Governor Claiborne Pell designated West Monroe as the seat of government for what would become Jefferson Parish because he saw it as being more centrally located than other towns within the parish. The community received its current name from Colonel James Wilkinson who served in the U.S. Army during World War I and later became a state legislator from Louisiana before moving to Mississippi where he died in 1921 at age 92 years old In addition to its namesake, West Monroe has also been home to many famous people including former President Harry Truman (1941-1945), boxer Sugar Ray Leonard (1967-1983), jazz guitarist Joe Bonamassa (brought over from Puerto Rico by Marlin Jackson when he bought his first plantation there), singer Willie Dixon (of rock band Chicago) and golfer Tiger Woods (2011).
On May 10, 1802, the first U.S. steamboat, The United States packet, arrived at West Monroe from New Orleans. The town was named for Governor James Monroe of Virginia and his wife Eliza Tuttle Monroe. The landing marked the beginning of a period in which West Monroe played an important role in American history as a transportation hub and business center. In 1832, the Louisiana Legislature established West Monroe as a county seat with the same boundaries as present-day Jefferson Parish. In 1865, part of Jefferson Parish was transferred to West Monroe County so that it could be annexed by Baton Rouge. The population of West Monroe grew rapidly during Reconstruction due to its importance as a transportation hub and business center. By 1870, the town had over 12 businesses and 300 residents.During World War I, many military units were stationed in or near West Monroe because it was one of the few ports on the Mississippi River open to commercial shipping during wartime; these units included naval artillery batteries and ammunition stores.
