In 1824, west of where Mobilenow stands sat an artificial island called L’Isle du Sac (The Isle of Sac). This island was built by order of Napoleon I in order to help stop shipping traffic from passing between Spain and France along Mobile Bay. It wasn't until after his death that Napoleon's plan came true - shipping traffic stopped entirely on L'Isle du Sac! As more people started coming overland into what is now West Monroe County, they started bringing with them their own cultural influences. One such influence was maritime gift giving which soon became popular among these settlers. The present-day community was founded on a small piece of land owned by John Waddell and James Tatum, two merchant captains sailing from Mobile Bay to New Orleans on October 20, 1884. On December 11 of that year, Waddell donated 3 acres (1 km²) of his land east of US 90 near the junction of US 71 and LA 10 to be used for a new post office building and village site. The name "West Monroe" was chosen for its location between Baton Rouge and Lafayette on the Mississippi River south of present-day Lafayette Consolidated School District #2 across from the old Intransit Depot which served as both Post Office Hall/First National Bank Building before it burned down in 1928 In 1903, after many years as a small town with only one store and one blacksmith shop, West Monroe became an incorporated town when all other towns in Rapides Parish were annexed by Baton Rouge through mayoralty legislation passed by then-Governor Huey P Long. At that time there was no law preventing incorporation; any municipality could become an incorporator simply by adopting a resolution setting forth its purposes and restrictions. The original limits on West Monroe included just within current boundaries of Rapides Parish but also extending into Bossier Parish to the north while including much territory now comprising parts of St Tammany Parish to the east A courthouse was erected on Main Street northeast cornering Railroad Avenue soon after incorporation which functioned as court house until 1958 when it moved to downtown Baton Rouge In 1907 Dr J F White opened his largest grocery store west of Memphis at 120 Broadwalk which remains Open today renamed "White's Place". A second store followed about 1911 before closed due to lack Of customers or competition from larger stores upstream In 1912 Lafitte Trading Company Limited organized under British Laws with headquarter located at 8 Central Park Drive Suite 203b – Now known as Retail Outlet Plaza Ile de France Shopping Center
