West Monroe is a small town in the swampland of Louisiana. It is located about 25 miles west of New Orleans on Interstate 10. The population was 1,057 at the 2010 census. The name "West Monroe" may be derived from the French words "WEST-môn" meaning "west of the river", and "monroe" meaning "a forested island in a bay". The first settler in what is now West Monroe was Capt. John Smith, who arrived there in 1718 with his party of refugees escaping Hurricane Katrina. The community that became West Monroe was settled by refugees from Hurricane Katrina on August 24, 2005, when FEMA announced it would provide temporary housing to evacuees living in parish parishes around New Orleans. At that time, only 9 percent of the people living within Baton Rouge Parish were evacuated during Katrina - only 3 percent of West Monroe residents were affected by the storm itself. Most people who left their homes during or after Katrina moved into makeshift encampments set up by volunteers or local businesses near I-10 and Hammond Street between Tulane University and Lake Pontchartrain. On September 12, 2005, FEMA approved plans for an additional 1,000 housing units for evacuees in West Monroe - this would be Invesco's original proposal for which they had been fighting since early September 2004. However, due to objections from Mayor Mitch Landrieu and other officials within City Hall over its potential impact on public resources (particularly transportation), Invesco withdrew its application before any buildings could be constructed even though it still had full approvals from FEMA subsidiaryulnerability evaluation team members as well as property owner applications pending with city planners; this decision effectively killed any chance that significant numbers of housing units would eventually be built south of I-10 just east of Hammond Street where most permanent inhabitants live today (though some tent settlements have continued to operate east of I-10).
