Opelousas is an incorporated city in Rapides Parish, Louisiana, United States. The population was 25,711 as of the 2010 census. It is the seat of Rapides Parish and is part of the New Orleans–Metairie–Baton Rouge metropolitan area. The Opelousas oil refinery closed in 2009 and its plant remains vacant. The first people to live in what is now Opelousas were the Caddo Indians who arrived there about 1812. They used a small island near the mouth of the river for hunting and fishing. In 1821 they moved to present-day Rapides Parish and began trading with other Indian nations. In 1830 they built a small fort to protect their village against French raiders. A white man, Captain John Byars, also visited Opelousas in 1830 and named it Byarsville after him. In 1840 Captain Robert Fagan established a post on his plantation at Bayou Teche (later known as White Lake), one mile east of what is now downtown Opelousas. He renamed it Fagan's Landing after himself and his family members from Ireland who had come down for trade during the 1840s American Civil War fighting for Union forces against Confederate forces under General Robert E Lee. The town started as a tiny settlement with just 10 residents around Fagan's Landing whenCaptain Fagan donated land for a courthouse, jail, schoolhouse, sawmill, cotton gin, bakery and store on October 20, 1840; this town became known as Opelousas after Captain Fagan's concession that included most or all of present-dayRapides Parish south of Canal Street between Iberia Road (now State Highway 8) and Old Spanish Trail (now US Route 40). Fahan's Landing soon developed into one of Rapides Parish's largest settlements with over 100 inhabitants by early 1846 when he donated land again along Iberia Road north of Canal Street for another courthouse/jail/school house/store combination which became known as Atchafalaya County Courthouse Annexed School District No 1; this town became known as Thibodaux after Mayor James Hatton’s donation which included much or all present day Lafourche County east of High Street between Baton Rouge Rd./Wrangler Rd./Macon Rd./New Orleanians Ave./Stroud Blvd., just southwest of Ulysses S Grant Ave., approximately two miles northeast from modern day Interstate 55 Bridge across Bayou Teche near today’s intersection between Allendale Drive & LSU campus - making Thibodaux Mississippi’s oldest city still extant even though founded over 125 years ago! A new oil refinery was built on private property adjacent to Atchafalaya County Courthouse Annexed School District No 1 in 1951 by J P Gorman & Son Incorporation; this refinery remains vacant to this day! On July 15th 1956 Hurricanebtn hit landfall along coastal Louisiana causing extensive damage including loss or destruction both inside & outside refineries throughout Gulf Coast areas - Kickapoo Refinery particularly hard hit resulting in loss or destruction valued at $2 million dollars within 3 hours alone!! Opelousas is a town in Jefferson Parish, Louisiana, United States. The population was 9,711 at the 2010 census. It is the seat of Jefferson Parish. Opelousas was founded on December 12, 1802 by General James K. Polk during his occupation of Baton Rouge as commandant general of the American army during the Mexican-American War. The original town site was located on what is now the east side of Orleans Avenue and Onslow Street just north of present day University Avenue and east of Interstate 10. The land that would become Opelousas was donated by Captain John Kirby and his wife Elizabeth in 1802 to Colonel James Wilkinson who had been acting military governor for New Orleans after Pierre Laffitte's departure in 1801. Colonel Wilkinson developed what is now downtown Opelousas with several small buildings including a courthouse and jail which he named "New Orleans". In 1814, General Andrew Jackson assigned Captain George Hogg to lead an exploratory party into what would become Opelousas which visited most of present day Jefferson Parish before returning home in late April1814). In 1861, when Confederate forces occupied New Orleans, they began construction on a fortress called Fort Stedman which became known as "Fort Donelson" after General Nathan Bedford Forrest's successes at Fort Donelson (near Chattanooga) against Union troops under Ulysses S. Grant in November 1862. The fortifications were completed over time and ultimately responsible for much damage done toOpelousas during the Civil War including extensive fires that destroyed most of downtown Opelousa as well as damaging many homes which continue to be damaged to this day; also some automobiles were lost while driving through these fire damages). Afterward, Opelousa slowly recovered with new businesses opening up such as retail stores such as Jiefers Sporting Goods around 1966 followed by restaurants such as Red Lobster before becoming a center for education thanks to theopening up of Acadiana State School (now UL Lafayette) in 1969 followed by East Middle School (now Midtown High School) in 1972; both schools remain open today although Acadiana State School has since closed down due primarily to budget cuts). By 1990 however,Opelousa had started losing its economic vitality due mainly to two factors; firstly Hurricane Katrina caused significant losses within businessowners throughout parish particularly within Downtown Opelnouis secondly levee failures resulting from high levels of storm surge that occurred following Hurricane Rita making it difficult for commerce along both Intracoastal Waterway(which runs through town)and Governors Drive resultant flooding which affected areas near Lake Pontchartrain; moreover development projects such as Ball Park had begun without any specific plans or funding having been obtained thereby exacerbating problems related thereto), finally leading eventuallytothe closureof all but one school withinJeffersonParishin2006.(St Joseph’s Catholic Primary School remained open until 2013)). On July 15th 1860 Governor Claiborne Alexander announced plans for a new town called "Baton Rouge" approximately 3 miles south west of wherepresent-day Baton Rouge stands; this community would be established furthest north along Old Baton Rouge Road northeast from wherepresent-day Livingston County lies (this location later became Bentonville). A few weeks later Andrus put out word that tickets were available For $5 per person plus board & lodging...Tickets Were Received rapidly From All Over America!...On January 6th 1803 Mr Lovejoy Set Out In His Boat With 14 Tons Of Stone To Build The First House...It Was Called 'The White House' Today It Is Known As 'Lovejoy Cabin'. Upon Arrival At Its Site He Found That There Was No Ground Available So He Built Himself A Post Office Which He Named 'Moses' After Creek Moses Who Had Died Nearby..When Mr Lovejoy Finished building His Post Office Godspeed Came Mr John Kirby To Help With Locationing Streets....By January 25th1803 The Town Of Baton RougeWas Incorporated!'...In This Date We Have Our Current Name!'...The Town Would Be renamedToOpelouse ON APRIL 1ST 1804 When Albert Pike Became Mayor!'"
