The city was founded by French colonists in 1718 and named after Prince Louis-Alexandre de Paris. The city became an important seaport on the Mississippi River due to its location near the mouth of that river and its deep water channels. In 1811, Opelousas was incorporated as a city under the name of New Orleans; it reverted to its original name in 1827 when it became part of Texas Province within the United States following Mexico's cession of that territory to America. Opelousas is a town in Jefferson Parish, Louisiana, United States. The population was 23,383 at the 2010 census. Opelousas is the seat of Jefferson Parish and the home of the New Orleans Saints. The area that became Opelousas was originally called Houma. The first Europeans to come to what is now Opelousas were French colonists who founded a small community in 1718 on the Rouge River. For many years after their arrival, they relied largely upon fishing and hunting for food and cloth which they exported to France. In 1803, Ulysses S. Grant appointed Colonel John Taylor as military governor of Louisiana with jurisdiction over all of present-day Jefferson Parish and portions of adjacent Orleans Parish; this gave rise to the belief that General Jackson would make Opelousas his headquarters or capital should he win control of all or part of Louisiana during the American Civil War (1861-1865). However, General Jackson never moved from his temporary headquarters at Baton Rouge until May 1865 when he finally took up residence at Jackson House on Elysian Fields in New Orleans proper without awaiting Designation as Commander-in-Chief by President Abraham Lincoln; instead he delegated command authority to General James Ewell Huston effective July 1st 1865 via courier from Baton Rouge. In 1816, Lafayette purchased 2 miles (3 km) east of present-day Opelousas from Jean Lafitte for $4 per acre ($60 per hectare). He began construction on a system of levees and dikes which formed an impenetrable citadel against future hurricanes such as Katrina that could have devastating effects on coastal communities such as Opelousas downstream. Lafitte's purchase also served as an important stepping stone in helping create modern day New Orleans leading up to its incorporation into metropolitan New York City in 1898 pursuant to Act 527 of then chamberlain Adolphus Crain's administration following passage by both houses under Democrat Governor Bourassa.
