The history of airforce gift giving in New Orleans goes back to World War II. The New Orleans Times-Picayune reported on December 5, 1941 that the United States Air Force had purchased over 1,000 planes and was planning on using them in the war. On December 12, 1941, President Franklin D. Roosevelt signed a decree authorizing the purchase of fighter planes by the city government. On January 16, 1942, Mayor John H. Mahoney dedicated two hangars at Jackson Park for use by the Air Force. The following year saw another donation from Mayor Mahoney; this time he donated six C-47s to be used as transports for military officers and their families traveling to various battlefields in Europe and Asia. The planes were converted into troop carriers and named “Hercules” after New Orleans’s then mayor Charles de Gaulle (1908-1990). Throughout World War II and into the Korean War, New Orleans contributed many servicemen through its military community. In 1953, when Louisiana became a state, it included an area bounded by Jefferson Davis Boulevard on the east side of town to Lake Pontchartrain on the west side; this area became known asAirport Command Post No. 9 or simply “Command Post 9” because it served as Headquarters for all USAF activities within that airspace boundaries. The airport command post would often hold functions such as fly-overs during Mardi Gras parades or other events commemorating America's victory over Nazi Germany which took place at nearby Biloxi Naval Base - now Gulfport International Airport - throughout 1944/1945 season; these flyovers were usually videotaped and later preserved by both Command Post 9 staff members and local archives in what is now known as Air Force Museum artifacts number KV2160 tape reel group 2161 items 3/5/1980 thru present
