Monroe is a town in Livingston Parish, Louisiana, United States. The population was 1,521 at the 2010 census. It is part of the Shreveport–Bossier City metropolitan area. In 1830, Lafayette purchased land in what is now Monroe from François Fournier for $6,000. In 1835 Louisiana's first state constitution was ratified at a meeting in this town by ordinance—the first such document ever registered in Louisiana. In 1836 Captain James Wilkinson explored Whatcom Bayou near present-day Monroe and recommended that its mouth be opened up so that ships could navigate easily between Mobile Bay and New Orleans Channel without having to go around or around St. Bernard Island which separated them both waterways. A legislative committee decided that this bayou should be named after General Andrew Jackson because he had led America into war against Mexico two years earlier when Mexico attempted to secede from America On October 15th 1800 Lewis Cass married Rachel Doane at West Point Military Academy where she had been educated by Professor Nicholas Murray Butler before moving with him westward to marry him there six months later on November 5th 1800 .
