Monroe is located on I-10 east of downtown New Orleans and north of Canal Street. The earliest known residents were two families who emigrated from Normandy, France in 1812. They started a farm just outside present day Monroe and named it "Pine Grove." In 1834, they sold their farm to James Wilkinson and his family who renamed it "Monroe." The first post office was established in that year. In 1865, three brothers by the name of Coleman purchased land east of Monroe from John Whitney for $1 million. They founded what would become Southern Pacific Railroad which brought growth to the town and community. The railroad helped spur business development, including growing meatpacking plants and other industries such as aluminum smelting. In 1912, when Interstate 10 was built through Monroe, Route 13 became its primary route with many businesses moving to take advantage of new transportation options. Many people associated with southern Louisiana during the 20th century have been buried or memorialized here in halls such as Veterans Memorial Park and Douglas Cemetery – some even longer than life! Monroe is a small town located in the east-central portion of Louisiana. The population was 7,451 at the 2010 census. It is the seat of Livingston Parish. The community was founded by French colonists in 1763 and named for James Monroe, fifth president of the United States (1789-1793). The first white settlers arrived in what is now Monroe in 1763. They were led by Pierre Le Moyne, who had come from Quebec with a group of Frenchmen to explore what would become Louisiana. The men built a house and raised crops until they discovered rich deposits of saltpeter and other minerals in 1803 when an American expedition under Commodore George Hull explored the area. In 1815, President James K. Polk issued a proclamation naming Monroe as the capital of Lower Louisiana because it was thought that this would provide more stability for the area after its acquisition by America from Spain. The town was established on May 5, 1815, around a courthouse and jail which had been constructed earlier that year on land purchased from Jean Lafitte. The town’s growth continued during Reconstruction following World War II as many Americans took advantage of available jobs in New Orleans or found work opportunities back home after hostilities ended. In 1960, Monroe became an incorporated city within Livingston Parish when all but two towns within Orleans Parish were given this status pursuant to provisions of then-Public Law 89–611. Today, Monroe is known for its annual Fourth Of July parade which begins at downtown and winds its way through several neighborhoods before concluding at nearby La Salle University Stadium where food vendors line up along one side while firefighters march down another aisle flanked by floats made out of plastic water bottles filled with beads and fireworks.)

The community grew rapidly and in 1827, it became a parish. On August 24, 1832, Monroe became a city. In 1898, it merged with New Orleans to form the Louisiana Purchase of America which gave the United States control over much of Mexico and Central America.
