In 1851, President James Buchanan issued Executive Order No. 1085 which ordered all white men over twenty-one years of age to leave their homes within five miles of any slaveholding institution or plantation within ten miles of Baton Rouge without permission from their owners. This order caused great social unrest in areas such as Monroe because many inhabitants still owned slaves who were used for agricultural labor rather than being auctioned off like animals or turned into free persons of color. As a result, many people decided to abandon their plantations and move to other parts of Louisiana or Mississippi during this time period. A new school building was constructed in 1875 on what is now US 90 near the intersection of US 90 Business Street and FM 19604 (now US 61). Monroe was founded in 1812 by the French and Spanish. The town was named for James Monroe, who as President of the United States in 1829-1830 served as a mediator between France and Spain over the claim to Louisiana. In 1802, during the presidency of Thomas Jefferson, Monroe ordered construction of a road from New Orleans to Baton Rouge so that goods could be transported efficiently between the two cities. In 1810, when Lafayette moved his army from Vicksburg to Monroe to fight against British forces in North America, he left behind a military post which became known as La Fayette’s Hill. The hill is now home to LSU’s Tiger Stadium. The first white settlers arrived in what is now Monroe in 1811. By 1830, there were more than 100 households living here. The population grew rapidly after Hurricane Andrew devastated much of southern Florida in 1992 and destroyed many homes and businesses along the Gulf Coast. AfterAndrew passed through south Louisiana on his way back northward one summer night, parts of Monroe became seemingly uninhabitable due to flooding caused by heavy rains and associated landslides (the later known as “monroe Mudslides”). In 2000, local historian Don Weigley published an illustrated history book about early life and history in Monroe entitled "The Making of Madison Parish: A History from Our First Settlers." That same year also saw the restoration of part of Old Union Road (now US 90) which connected Baton Rouge with Monroe at that time. On July 3rd 1984 five young men walked into what would become known as “the most famous murder case ever solved” when John Marks shot four people including James Addison Reese Jr., then 21 years old; Winnie Mae Wallace; Rodney King; Reginald Darrington III while they were driving away from a party at a family member’s house on rural Stroud County side near where Marks lived with his mother at 4 AM on July 4th – just days before Martin Luther King Jr.'s assassination! At trial only three defendants were found guilty: John Marks (later acquitted because self-defense was admitted), Reginald Darrington III (convicted but pardoned by President Reagan), and 20-year old Jeffrey Dahmer – all charged with capital murder!
