Monroe is a small town in the East Baton Rouge Parish, Louisiana, United States. It is part of the Monroe Metropolitan Statistical Area. The population was 1,481 at the 2010 census. The city was founded in 1853 as a trading post on the Red River by General John C. Fremont and his men who were moving westward from Missouri. The first Post Office was established in 1855 and named for General Fremont's father-in-law, James K. Polk. In 1861, when Confederate forces invaded Arkansas to drive Union forces out of the state, Monroe became an important strategic location because it had rail access to Washington D.C., and its citizens quickly volunteered their services to fight against the Confederacy. The city's military history begins with World War I when it played a central role in Operation Crossroads which aimed to link eastern Tennessee with northern Louisiana so that Confederate troops could be put into battle against Union troops under President Woodrow Wilson before he could enter war on behalf of France. After Crossroads ended successfully without any Confederate casualties, Monroe residents began volunteering for service during World War II as well; many of them served in various combat roles such as artillery or tanks units after Pearl Harbor occurred on December 7th 1941 (the day America entered into World War II). With over one hundred thousand servicemen from Monroe mobilized and training in preparation for war, they were among the most heavily armored units in Louisiana outside of New Orleans metropolitan area After VE Day ( Victory Over Enemy Forces) came Armistice Day 1945 which saw half a million veterans returning home across America including approximately two thirds of those from Monroe In 1951, Mayor Hines presented Mayor Howlett with an armory that had been built specifically for militia use by then Sheriff Rector It wasn't until 1976 when Mayor Howlett got word that he wanted to turn the armory into an municipally owned storage facility that local citizens finally got what they wanted - their own army deployed gift history! The first permanent European settlers in Monroe were Frenchmen who arrived in 1699 and 1800. A post office was established in 1814, and by 1821, Monroe had a population of 190 residents. In 1832, Monroe became the seat of St. Martin Parish when it was created from parts of neighboring Jefferson and Orleans parishes. In 1860, Monroe's courthouse burned down; it reopened in 1861 with new construction that included a jail and court house that still stands today. The town's first school was built in 1870 and its first doctor was appointed in 1875. By 1910, Monroe had a population of 1,225 residents and boasted three churches (Episcopal (1881), Methodist (1901), Baptist (1912)). During World War II, the United States military constructed an airfield here to support Operation Overlord as part of the Manhattan Project; however most operations were cancelled due to low launch frequencies at this location at that time. The airport closed permanently on July 24th 1958 after more than 50 years of service to the community hub which functioned as both commercial airport as well as local primary landing/takeoff/landing area for many airlines serving New Orleans metropolitan area during those days before any parallel airport existed within greater New Orleans city limits! On September 25th 1951 - prior to Hurricane Betsy - damage from a tornado touched down just east of Monroeville about 6 miles SW of downtown New Orleans inflicting extensive damage throughout much eastern Jefferson Parish including much pre-Katrina homes & business districts between I-10 & I-635; reports indicate entire eastern half inner city upstate lost entire night along with near total destruction some 350 homes plus scores more businesses either destroyed totally or heavily damaged beyond repair; one church located approximately 7 miles SSW also sustained severe thrughtDamage estimated around $100M+ Monroe is located on government land adjacent to Lake Pontchartrain National Park straddling both Sections 10&20 US maps boundary lines across Section 20 map boundary line
