Polk and John Crain. On January 6, 1837, President Jackson signed into law the Act for Establishing New Orleans as an Insular Territory with Its Own Government and its own Land Department—the precursor to Louisiana's current system of government. During World War II, large amounts of munitions were stockpiled at nearby Drew Air Force Base in Rapides Parish before being shipped to Japan via barge across the Mississippi River

Lake Charles, Louisiana is a city in Rapides Parish, Louisiana, United States. The population was 381 at the 2010 census. It is the second-largest city in Rapides Parish after New Orleans. The first human settlement in what is now Lake Charles was made on an island in the river by Father Jacques Marquette and his group of French missionaries on May 5, 1795 while they were exploring new land near Baton Rouge. The first permanent European settlers arrived in 1803 when General Thomas J. Blount founded a trading post here called Fort St. John on an artificial island known as Rock Island (present day Old Point Comfort). In 1805, Admiral James Cook discovered this area of Louisiana for the British Crown which included the whole of present-day Rapides Parish and much of adjacent Jefferson County and Plaquemines Parish. In 1836, Lake Charles became part of Vicksburg because that was then the capital of Mississippi Territory. On July 16, 1837, before it had been destroyed by Hurricane Catrina (the worst natural disaster to strike South Carolina since Hurricane Andrew), Jackson ordered all American forces from Mobile Bay to head for Vicksburg under orders from President Andrew Johnson to crush any rebellion or Confederate attempts at seceding from America during the Mexican–American War (1846–48). This order represented a turning point in history as it demonstrated Jackson's power and determination to hold onto control over southeastern Alabama and Mississippi despite overwhelming opposition within his own government.
