The Hammond Army Depot was founded in 1917 and is still in use today. It is home to the United States Military Academy (USMA) and many other military services. Hammond, Louisiana is a town in Jefferson Parish, Louisiana, United States. The population was 10,341 at the 2010 census. Hammond is the seat of Jefferson Parish. It was founded in 1853 by immigrants from England and is named after General David Hammond. Hammond is located on the banks of the Mississippi River near Natchez and is one of the few towns in America with both an inland salt water harbor (Hammond Harbor) and a river port that serves as a marine terminal for shipping goods to points south. The first settlers in Hammond were Englishmen who arrived east of the Mississippi River in 1853. They built a log cabin on what today is called levee road 1 west of present-day downtown Hammond. The original town site was within what are now three precincts or wards: East precinct, West precinct, and North precinct. In 1860, when Jefferson Parish was created from parts of Orleans Parish, all but part of Hammond including its eastern edge were annexed by Jefferson Parish; however, eastward annexation never took place because then-Governor Andrew Johnson opposed it because he saw it as giving up too much land to help increase Republican voting strength in Louisiana during the Civil War effort. In 1865–1866, when Reconstruction began following reconstruction efforts led by President Abraham Lincoln following our nation’s Civil War victory over Confederate forces under Robert E Lee—a period known as Reconstruction—Hammond became part of newly formed St Tammany Parish; however—due to its location between two slave states (Louisiana and Mississippi), African Americans did not have full civil rights until well into the 20th century. When Hurricane Katrina struck New Orleans on August 29TH 2005, most residents living within five miles (8 km) of storm surge levels fled their homes due to flooding which eventually reached many higher ground along either side of I-10/I-12 corridor which connected New Orleans with Baton Rouge and other areas across southeastern Louisiana; consequently—almost all businesses closed within five miles (8 km) radius around landfalling Hurricane Katrina’s landfall point with some remaining open only during daylight hours while others had total shutdowns throughout much more extended areas due largely to damage caused by wind shear associated with high winds accompanying hurricane movement across those portions Of The state covered by I-10/I-12 highway corridors prior to landfallingKatrina).
