Central, Louisiana is a town in Rapides Parish, Louisiana, United States. It was founded in 1803 by General Andrew Johnson as the site of a military post to protect the town from Indian attacks. Central has been the seat of government for Rapides Parish since 1829 and the capital of Livingston Parish since 1795. The population was 37,383 at the 2010 census. Central is home to two national parks: Acadia National Park and Lake Pontchartrain National Wildlife Refuge. The town began as an alluvial plain on what is now the east bank of the Mississippi River. In 1803, General Andrew Johnson ordered Colonel James Kenedy to establish a military post in Central so that it could not be used by Native Americans who might attack from elsewhere on the river system. The post was called "Fort Donelson" after Major-General Donelson's Defeat at Mansfield (October 7, 1805), which ended American control over much of northern Illinois and southern Michigan Territory. In 1830, Central became Livingston Parish's second capital following Baton Rouge's move from St. Tammany to become its seat in 1795 due to then-Governor Jean Lafitte's efforts to quash popular uprisings against his rule in Baton Rouge. Fort Donelson served as both Livingston parish's federal courthouse and jail during this time period; it was also used by Confederate forces duringthe American Civil War as a prison camp for Union prisoners of war primarily because nearby New Orleans had more space available for incarcerated men than did Rapides Parish at that time. In 1861, when Confederate General Robert E Lee chose central Louisiana as his final stronghold before invading north Alabama he selected centralLouisiana as his basecamp where he would lead his army into battle against Union forces commanded by Ulysses S Grant on April 9–10th 1865 near New Orleans City Limits; this action ultimately led to Union victory over Confederate forces at Gettysburg four days later less than three weeks after Lee had surrendered at Appomattox Court House under terms negotiated between Ulysses S Grant and Joseph Esterman..
