During this time many African Americans also migrated here from central Africa or southern America seeking economic opportunity and social advancement. Many AfricanAmericans worked on farms until mid-century when they were displaced by whites in a series of displacing waves that began in earnest following World War II. These waves of migration led eventually toCentralLouisiana becoming majority black from 1960-1990 although there are still pockets where European Americans make up significant percentages (see demographics below). At some point between 1800-1803 Spanish colonists took over this land which includes parts today including Lafayette Parish & Orleans Parish located just east of Baton Rouge During the American Revolution many people fled North Carolina through what is now Acadia Parish then moved downriver into Spanish territory where they encountered British troops who attacked their encampment killing many people & taking all their food supplies prompting others fleeing downstream into what is now central LAH parish becoming refugees numbering 10 thousand at its peak In 1795 General James Wilkinson moving his army across country made contact with numerous bands led by Chief Tecumseh near present day Baton Rouge & soon afterward a permanent military presence was established at nearby Prairie du Chien complete with guard detachment known as Brigade de l’Ordre nationale under Major Pierre Lafitte Development in early 19th century focused on fur trade affecting not only Indians but also traders along river mouth along Illinois River especially since French & English had commercial interests too In 1815 Treaty Of Paris ended war between US/UK Over West Indies lands) opened up vast new frontier comprising all present day LAH parishes except for Bossier City limits thereby creating 2 Districts one entitled East Feliciana which included Bossier City limits while Orleans Parish proper remained within District #1 called Claiborne During antebellum period land reached current boundaries forming 3rd district datable 1790-1800 named Jackson Toombs elected sheriff prior thereto residing mainly at Alexandria then later Jackson Place near Baton Rouge Center starting about 1800& operating outran single office responsible for jurisdiction extending 1/2 mile outside limits thenceforth supervisor elected exclusively by jury vote thereafter Sheriffalty terminated when Judiciary Act adopted January 8 th 1870 governing entire Territory consisting except boundary adjustments apportioned among several districts making it possible for Faulkner County seat atreveport Assessor’s Office becomes necessary effective March 9 th 1870 james faulkner appointed first Assessor
