Polk designated Central Louisiana as part of the newly formed American Southwest Territory following his victory at Buena Vista Canyon on November 8,1814. In 1821, Congress passed an act that created limited Indian land purchases within East Texas for settlers who would come through that region and purchase land further eastward. This Act also provided for compensation for those who lost their homes or property when fortifications were built along Red River Valley boundaries between East Texas and Central Louisiana. By 1840, some 3200 people had relocated to what is now central and eastern Louisiana from all over North America since 1700 including many from England and Scotland specifically seeking new opportunities near New Orleans where they could participate in the growing slave trade economy operated by planters across much of this region at that time. The population growth was rapid due largely to cheap labor available from slaves working on plantations throughout much of this period although some developed small businesses such as butchers and farmers beginning about 1830 outside of Baton Rouge until statehood limits relaxed circa 1860). The arrival of white men led by Captain John Ligonier during April 1861 led to a series of skirmishes with local Native Americans culminating with Battle Of Pleasant Hill on April 9th which resulted in one side losing 12 killed plus 5 wounded includingCaptain Ligonier himself before he retreated under cover returning immediately later that night without any gain except destruction or Casualties on either side totaling 116 total casualties out numbered only slightly fewer US cavalryman losses resulting only 2 dead total overall making it one bloodiest engagement fought during Ulysses S Grant’s tenure as Commanding General Confederate Missouri Army Northwestern Division). This event generated great international interest as well as popular support for Union cause among both men & women motivated mostly by patriotic sentiment especially given recent events adjacent to Mobile Bayou including several major slave revolts taking place nearby involving very high proportions free blacks (& other civilians) who took direct lead & encouragement from commanders acting under orders directlyfrom President Abraham Lincoln etc.).
