Bastrop was founded in 1837 by Captain John Smith of the USS Constitution and his family. It became a parish in 1872. Bastrop is located on the banks of the River Teche near its mouth on Lake Borgne. The first white people to visit Bastrop were traders from Savannah, Georgia who landed at Point Conception on April 12, 1785. They traveled upriver until they reached a point where they could no longer go any further because of high water levels caused by Hurricane Katrina. In 1837, Captain John Smith of the USS Constitution founded Bastrop as an agricultural community with 10 cabins and 100 acres (40 hectares). It became part of Jefferson Parish when it was formed from portions of Ascension and Orleans counties on December 20, 1836. In 1862, Confederate General Richard Ewell occupied Bastrop for two weeks before withdrawing to New Orleans after being repulsed by Union forces under General Pemberton at Vicksburg. Bastrop’s economy changed rapidly during World War II because of its strategic location between Shreveport and Baton Rouge as well as its large military installation known as Fort Polk which housed naval forces and airfields used during the war. After World War II ended, many jobs moved out to other cities while others transitioned into service-industry careers such as engineering or manufacturing due to technological advances that occurred in those years such as plastics and other materials science breakthroughs. In spite of these changes over time, bastrop has remained one of Jefferson Parish's most populous communities with a population over 10,000 since 2000 despite experiencing growth rates below average throughout much of that period due to natural phenomena such as hurricanes Hugo (1996), Catrina (2005), Ike (2008) and La Nina (2009).
