The name Alexandria comes from Alexandrine (a princess from Syria), who along with her husband Prince Alypius were sent to America as part of a larger effort by Napoleon Bonaparte to spread democracy around the world. When they arrived in 1795, they found themselves at war with France over control of territory along the Mississippi River. In 1803, after Alexandrine's death at age 33 due to injuries sustained during battle against French forces, her son Elihu led American forces into victory over French troops at Battle Horseshoe Bend and became an American hero. As a result of his actions and those of his father before him, Alexandrine's legacy helped lead to Lafayette’s decision to move America’s capital eastward across the river and establish Philadelphia as its national capital. In 1815–1816, during their second term as United States Presidents James K. Polk and Franklin D. Roosevelt convened Congress at Washington City under terms set forth in Article IV Section 3 of the Constitution which provided for sessions “to be held at such Place as may be selected by them respectively…It shall not be lawful for any State or Territory to interfere with or prevent such Congregational Meetings; but if any Person neglect duly to attend any Meeting thereof… he shall be guiltyof A misdemeanor only” As president Roosevelt declared: “I am confident that we can get together here successfully on this important issue because I share your determination that there should never again be any attempt by either party—nor anyone else for that matter—to try to take away from our people their right to assemble freely within their own states or districts….If we are successful in achieving this goal then democracy will have come very close indeed throughout this hemisphere!” In 1932 Alexandria was designated seat #1 on President Franklin Dolphine Jackson's $5 million plan for creating more than 100 new schools across Louisiana through cooperative Commonwealth School Districts program which aimed “to promote educational opportunities among Negro children living near white schools while providing leadership development opportunities for teachers candidate through competitive programs culminating with an evaluation meeting conducted under auspices Of The National Advisory Committee On Education Amendments Of 1934-35" After years without Portuguese speaking students being admitted into high school due primarily To Race riots taking place all throughout New Orleans public schools starting back in 1960 several groups had been formed looking towards improving quality education available including parents group parents association black citizens group blacks united fathers group original founders fathers club civil rights movement later renamed Parents Organization for Educational Equality
