This is a partial history of the Police Department in Abbeville, Louisiana. The town of Abbeville was founded by Captain John Kirby in 1819. The first police officer was Lieutenant George Sheppard who served from 1824 to 1830. In 1834, Captain Benjamin Fenton appointed Colonel David Hicks as the first superintendent of police with orders to provide law and order in the town. Colonel Hicks resigned in 1840 due to health problems and was replaced by Major General James Hays who served from 1840 to 1845. In 1852, the department had two officers for every 50 residents and 10 officers for each 100 residents increased to 20 officers for each 100 residents in 1865 when Major General Alfred Crespin took over command from General Hays. In 1870, an ordinance was passed allowing private individuals to arm themselves with pistols without obtaining a license from the municipality. This opened up opportunities for criminals to get weapons which resulted in many shootings and murders that year. A new building was built at 5th and Main Streets on land donated by Mr. Pemberton which became known as the "Police Headquarters." On October 3rd, 1893, Lieutenant Elisha Withers replaced Lieutenant Fenton as Superintendent of Police with orders to continue providing law and order in the community while also conducting investigations into crimes committed within the limits of townspeople. Lt Withers left office on December 31st, 1916 after serving for 21 years (nine years longer than Lt Fenton). On July 1st, 1919 Captain Harry Sullenberger assumed command of the department after being appointed by Mayor Jules de la Guerre following complaints made against Capt Sullenberger's predecessor Officer Edward Ruthven who had been unable or unwilling to enforce laws concerning drinking contests among townspeople during prohibition days. After one year under Capt Sullenberger's leadership, Lieutenants Everett Laddie and Clarence English were added to his staff; these appointments lasted until Capt Sullenberger's death on January 15th, 1921 after a long career with Abbeville police department which included stints as Commanding Officer (1920-21), Acting Commander (October 1917-November 1918), Chief Constable (May 1922-January 1923) & finally Superintendent (January 1923-March 1924). During Capt Sullenberger's tenure there were 2 major Investigations into crime such as murder & grand larceny that led directly to convictions: The case of The Kusher Affair & The Murder Of Mrs Whitehead . later that year Majors Gaspard Partridge & Lewis Bourgeois were named Commanding Officers effective March 24th followingCapt Sullenberger's death leaving only Lieutenants Everett Laddie & Clarence English remaining on staff at Police Headquarters throughout most of 1921-. In 1927 Lieutenants Alonzo Hebert & Leroy Gibson were transferred from Detective Bureau into Patrol Bureau effective July 1st; these appointments lasted until Lieutenants Stanley Farrelly & Irving Weinreb took over command on October 1st 1928 uponLieutenant Alonzo Hebert's retirementeffective December 30th 1930 having held this position since September 1920.. On November 4th 1931 Assistant Chief Clyde Hodgkinson succeeded Stanley Farrelly when he retired effective December 30th 1930.. thereafter Assistant Chiefs Clyde Hodgkinson (& Floyd Lawson) continued officiating during absences or other changes at Headquarters during 1933 thru 1935... Then Deputy Chief Cecil Price took over from Deputy Chiefs Price (& Floyd Lawson) beginning January 1936 through May 1939... Finally Assistant Chiefs Clyde Hodgkinson (& Floyd Lawson) returned full time starting June 1940 thru May 1941... Abbeville is a town in Jefferson Parish, Louisiana, United States. The population was 8,474 at the 2010 census. It is part of the Baton Rouge–Metairie metropolitan area. The first human settlement in what is now Abbeville was made by Father Jacques Marquette and hisparty on July 4, 1765. They built a trading post near what is now US 71 and IL 158. Jesuit missionaries began arriving in this area in the early 1800s to preach Christianity to Native Americans who lived hereabouts. In 1810, traders from Mobile founded an outpost at an existing site called "Eagle's Nest." By 1812, most of Abbeville had been organized into two settlements: Eagle's Nest (later known as "New Abbeville") and West Point (later known as "Old Abbeville"). In 1819, New Orleans entrepreneur John Kirby acquired land north of present-day I-10 and founded Kirby Landing on the current site of Old Abbeville. Kirby soon became one of the leading entrepreneurs in Louisiana; he financed many construction projects including several large plantations such as La Salle Mission and Stonington Plantation. During Reconstruction (1868-1877), violence and economic hardships plagued much of America after the Civil War ended. Businesses were closed down across the South due to lack of labor or money; however, Saint Amand Brewery continued operations in Baton Rouge thanks to its brewer-owner Guillaume Lemaire until his death in 1928. Lemaire left $1 million dollars to be divided among local schools and libraries throughout Louisiana following his death; some portions have since been used for other purposes such as new high school buildings on I-10 just east of downtown Baton Rouge. After World War II ended with Japan's withdrawal from World War II hostilities, many businesses reopened across America; however, few chose to move back into Louisiana after so many years away because of wartime manufacturing restrictions which limited importation/export rights for certain items manufactured abroad without prior approval from local officials (known as Jones Act). As a result, much heavy industry moved out during this time period while smaller businesses struggled trying to stay afloat; these days many people refer to this time period as "the lost decade". It grew rapidly due to the cotton crop and cattle ranching that were two of the main industries in the area. The town became a center for education and business, with a number of public buildings including a courthouse, jail, schoolhouse, Baptist church and post office. In 1854, Abbeville joined the Union army during the Indian War and fought at Chickamauga Ridge. The town was destroyed by Confederate forces but reoccupied by Union troops before being captured later that year. After the war, Abbeville experienced an economic boom as production from cotton plantations increased. However, this prosperity ended in the late 1800s as other more important towns in Louisiana began to grow faster than Abbeville.
