The history of the Madisonville Police Department can be traced back to 1885. At that time, the city of Madisonville was located in what is now Wayne County, Kentucky. The city was named for General James K. McKenzie, who had served as a cavalry officer in the Union army during the American Civil War. In 1885, the City Council voted to build a police department and hire one individual to serve as its first Chief. The new department met its first goal on October 1st with the hiring of John L. Hirschfeldt. In 1902, Mayor Abram Jaffe appointed Dr. George Withers as the first Superintendent of Police. Dr. Withers served in that capacity until his death in 1916. During Dr. Withers’ tenure, he also constructed a new police station and hired two officers per shift to helpWith patrols during night hours and other emergency situations which required law enforcement services throughout the daytime hours (these officers were later reassigned to other departments). Additionally, Dr. Withers funded a number of projects within town including an ice cream parlor and a small cemetery which are still standing today ( these additional projects are now considered part of downtownMadisonville’s history). In 1926, Mayor Harry Sargent appointed Virgil Davenport as Chief Officer of Police after hearing about his experience working for Louisville’sPolice Department where he had been Assistant Chief for several years prior (Davenport had earlier worked for Chicago’s Law Enforcement Bureau). Davenport held this position until his retirement in 1952; at that time he was succeeded by Clarence Easley who continued service until 1962 when he too retired effective July 1st due to age (Easley was actually succeeded by Willis Polk who then served until 1966 when he too retired effective July 1st due to age). During Mr. Polk’s tenure as Police Superintendent/Chief Officer/Mayor-elect, various advances were made within our department including: adding an automatic license plate reader technology which allowed us to seize criminal property owner's vehicles without having them stop at any checkpoint; implementing electronic booking which allowed usto book inmates into jail on short notice; creating an undercover unit which became known as “The Stingrays” whose primary mission was To investigate crime scenes involving high ranking government or political officials; expanding drug patrols from certain areas into other areas around town resulting in numerous arrests and convictions related thereto; establishing special units specifically devotedTo anti-drug crusades such as “The Narcotics Unit”and “The Gang Unit” among others…. Mr. Polk also built up our force through mergers with neighboring departments throughout Kentucky resulting ultimately In increased manpower levels across all our agencies making it easier for usTo address problems more effectively than ever before….. Madisonville is a town in Letcher County, Kentucky, United States. The population was 7,521 at the 2010 census. It is part of the Louisville–Jefferson County metropolitan area. The first settlers in what is now Madisonville were white men from Virginia who founded a community on the French Broad River in 1786. They named their new town after James Madison, the 13th president of the United States. In 1801, they moved to a site on the current site of downtown and began to build homes. The first courthouse was built in 1802 and became known as "the Capitol." The town grew rapidly during this time and by 1830 it had over 10,000 residents. During the American Civil War (1861-1865), Madisonville served as a garrison for General Patrick Connor's cavalry brigade stationed at Bardstown because of its strategic location on high ground near Lexington and Louisville. On November 15, 1861, Confederate General John Custer attacked Union forces under Ulysses S. Grant near Mount Sterling in present-day Jefferson County and advanced against Union troops commanded by BrigadierGeneral James Ewing; however, within minutes of his attack starting Custer had withdrawn his unit back to his headquarters across the river at Georgetown Court House north of Bardstown before any significant damage or casualties could be inflicted upon either side. One result of this engagement was that Confederate forces managed to capture one wagonload of supplies belonging to Grant's force—the largest Confederate victory against Ulysses S. Grant up until then—although not without heavy losses for both sides involved. Aftermath surveys conducted by Major General Ulysses S. Madisonville was founded in 1814 by Isaac Shelby and later named for James K. Madison, the first United States President. The town served as a transportation point on the Ohio River and as a market for agricultural products. In 1827, Madisonville became the home of Kentucky's first courthouse. The courthouse is now part of the University of Louisville Library system. In 1861, Confederate General Robert E. Lee won an important battle at Alexandria Church in nearby Monmouth County and moved his army to Madisonville to rest and regroup before Battle of Bull Run, which resulted in Confederate defeat. The town was destroyed by Union cavalry under Colonel John Covington on November 16, 1865 during the final days of the American Civil War. After the war, many people returned to Madisonville and it grew rapidly into a small community with around 1,000 residents by 1870. By 1900, Madisonville had grown again to over 5,000 residents and was still one of Kentucky's fastest-growing towns when it achieved city status in 1906. During World War II, Madisonville played an important role as a munitions manufacturing center because of its location on two key production lines for artillery shells and fighter planes used in Europe (the plant closed in 1945). Today, much of what once made up the downtown area has been demolished but parts remain standing including some original buildings from when Madisonville was a town numbering only 1K residents

By 1805, the population had reached 400 people. In 1810, Madisonville became an incorporated town with a population of 500 people. In 1830, the town hit its peak with a population of 1,000 people. However, by 1840, the town's population had decreased to 500 people. In 1850, Madisonville passed from Kentucky to Ohio due to statehood issues. The town continued to decline until it ceased being a populated place in 1880.
