Topeka, Kansas is a city in the U.S. state of Kansas and the seat of Topeka County. The population was 318 at the 2010 census. It is part of the Wichita-Hutchinson metropolitan area. Topeka is home to KUNA-TV, which is one of three media outlets in Wichita designated as a Class A station by the American Radio Corporation. On January 6th 1862, Kansas Territorial Governor James Purdy approved proposed legislation to create Shawnee Mission as an all white settlement within Indian Territory through treaty negotiations with local chiefs Isaac Chisholm (Chiefs Quiverfull) and Joseph Pleasant (Jorge). Although these changes were unpopular with many residents due to their traditional ways of life – including buffalo hunting – they were necessary to create sizeable new towns within Indian Territory without violating treaties with the Native Americans which guaranteed their autonomy as nations within any future territorial boundaries. On January 16th 1862 under pressure from settlers wary about entering what they saw as another Indian land grab by white men – especially since some chiefs had already agreed to sell land to whites – Chisholm decided not to ratify the treaty that night but instead issued a proclamation condemning "this execrable transaction" that he called "a robbery upon our nation's independence." He declared: "I do hereby pronounce you enemies both Indians and whites".
