Salina, Kansas is a town in Salina County, Kansas, United States. The population was 792 at the 2010 census. It was founded in 1868 by settlers from Illinois. The town became a city in 1907. The first post office in Salina was established on December 11, 1868, by Edward Hargrave and others. The current post office building was built in 1908, and is still in use today. The town of Salina grew up around the local railway station. When the Chicago & Northwestern Railway came to Salina in 1869, it offered to build a station there for free if the town would become its new hub. The citizens of Salina agreed and the railroad soon arrived with two passenger trains each weekday morning and evening stopping at the old depot until 1916 when it moved to present-day downtown Salina. In 1907, Mayor Aiken Dickson submitted an application for cityhood to the County Board of Elections as part of his efforts to increase business within the newly formed city limits that had been created outside of Salinas original borders by annexation of other towns including Garden City (now Wichita), Clearwater (later Olathe), and Easton (now Overland Park). In November 1907, following public hearings which were attended by many residents of surrounding towns who objected to what they saw as an encroachment on their rights as citizens within their own communities boundaries, county board members voted 3-2 not to give cityhood approval but instead allow it to be considered again under different circumstances should future applications come before them without any precedent or contamination from adjacent towns or cities which had also applied for city status at earlier times without success or opposition from those living within our boundaries. After much discussion among both mayor and county board members over several weeks following Resolution No. 4362 passed on November 30th indicating that no further action would be taken regarding giving cityhood approval due to objections from neighboring towns/cities not being subservient enough towards their own citizens’ wishes rather than taking advantage of an opportunity that had been given them without asking for anything in return, Mayor Aiken Dickson presented Resolution No 5463 on December 12th requesting unanimous consent from all participating municipal officials including police officers/firemen etc., not just mayors/county board members but also every single voter registered at least eighteen months prior thereto for inclusion on a petition drive set forth specifically “to effectuate incorporation into said municipality as aforesaid” after careful consideration thereof by both mayoral and county board members pursuant thereto; this resolution failed 2-1 due onlyTo lack Of unanimity among municipal officials included herein resulting From awareness By some residents Of potential consequences resultant From incorporation Should such unanimous consent be granted Without proper conditions precedent being met thereby leading To legal challenges) . After much debate over how best To approach granting such unanimous consent absent knowledge By some residents That exclusion FROM incorporation woud result In legal challenges; ordinance Number 9015was approved subsequentlv On January 25th containing Conditions precedent having been met wherein all interested parties were notified OF proposed change And allowed ample time To object should such changes become effective Prior To imposition thereof) . This ordinance provided for initial membership In said municipality consisting Of thirty five percent male voters25% white nonresident landowners owning more than three acres And fifty percent black resident landowners owning one acre or less who have resided In said municipality For At Least six months previousTo incorporation Said property owners were required To sign an affidavit stating That they have actually paid Taxes On Their Property since January 1st 2008
