In 1881, Overland Park became one of the first cities in Kansas to be established with a city charter. The city's first mayor was Samuel Tilden and its first councilman was Fenton Waddell. In 1886, Overland Park annexed the neighboring city of Leavenworth and made it an official part of the city Limits system. On November 3rd, 1889, Overland Park voters passed a proposition to annex the remaining villages of Winona and Alexandria as well as parts of Hennepin County.
