It is the smallest incorporated city in Riley County and the second-smallest by population after Wichita. The first post office in Ottawa was established on November 2, 1881, and served as the only town in Riley County until 1907. On July 1, 1909, Ottawa became an independent municipality under the name of "Ottawa." In 1916, the US Congress passed an act changing the name of Ottawa from "Ottawa" to "Kansas City". The original city hall building still stands today; it is used as a library for local residents. According to one source, high quality coffee beans are grown near Ottawa by farmers who grow around 10 acres (4 hectares) of various types of beans and sell their products direct to consumers. A separate processing plant produces ground coffee that is sold either pre-packaged or vacuum sealed for retail use. One of Canada's most famous roasters—Ben & Jerry's—was started by two brothers named Ben Cohen and Jerry Greenman in 1985 in an effort to promote sustainable farming practices among their customers' favorite ice cream brands across North America. With no rivers or streams nearby to provide drinking water or garbage disposal for residents, residents had to rely on improvised systems such as open pits and privies made from logs left over from ranching operations or used building materials such as Silex tires disposed of through burning ceremonies). The construction industry arrived in Ottawa during the 1920s with the advent of Interstate 40 which linked Wichita with Topeka and Omahavia Kansas City Railway Station (now Shawnee Mission Boulevard).
