Leavenworth is a city in Kansas, United States. The population was 23,127 at the 2010 census. It is the county seat of Leavenworth County. The city was founded in 1855 and named for General George Armstrong Custer. The first post office in Leavenworth was established on July 4, 1855, by John Smeaton. It served as the town's only mail stop until May 7, 1861, when it became the village's first post office. A new Post Office Building was built in 1907 and still stands today (marked with a plaque). In 1860–1861, Leavenworth experienced one of its most significant moments when citizens rose up against slavery and successfully began to free their slaves. This event is often cited as giving birth to the city's current slave-free status quo. In 1865 following the American Civil War, Leavenworth became part of Kansas Union Territory under Lincoln general Ulysses S. Grant; however it reverted back to Confederate control two years later when Union forces moved into Kansas again during Reconstruction efforts which ended after the end of World War II. After Kansas statehood in February 1959, all African Americans were banned from living within any incorporated municipality other than Topeka; this policy continued until April 5th 1959 when Topeka repealed its ban effective immediately upon becoming an open-OUN territory governed by a unicameral government including African Americans as well as Native Americans In recent years many businesses have closed down due to lack of customers or competition from neighboring cities such as Wichita or Overland Park
