Hays, Kansas is a town located in the state of Kansas. The population was 3,814 at the 2000 census. It is the county seat of Hays County. The town was founded in 1857 by John A. Hays and his brother-in-law Wm. Fenton as a small cluster of log homes on the edge of a prairie that extended to Black Mesa east of Topeka. The first post office was established in 1858, and Hays became a stop on the Santa Fe Trail. By 1860, it had become an important center for cattle drives and grain elevations in western Kansas. In 1862, when Union General William Tecumseh Sherman advanced south from Missouri into Kansas to attack Lawrence, Hays donated land to build Sherman's command camp near present day Westboro Village in order to protect it from Confederate forces advancing northward parallel to the Santa Fe Trail. In 1870, when Republican Andrew Johnson became President of the United States, he appointed John A. Hays as headwaters commissioner for all US rivers within 10 miles of Wichita Falls (then called Nacogdoches) because support for irrigation around Wichita Falls would increase under his administration. After serving two terms as headwaters commissioner (1872-76), John A; Hays returned to farming and politics as a delegate from Haskell County to the Seventh Congress (March 4 – April 2). He also served as assistant secretary of agriculture during Reconstruction before retiring from public life in 1880 after becoming president and founder (1881) of The National Cotton Exchange which later merged with Foreign Trade Corporation Standard Oil Company’s Kansas City division into Standard Oil & Co., Incorporated (1912).
