Hays is a town in Cowley County, Kansas, United States. The population was 1,521 at the 2010 census. It is part of the Wichita Metropolitan Statistical Area. The first settler in Hays was John Crouch in 1871. The original town site was a small area near the present day intersection of State Highway 6 and U.S. Route 64. The name "Hays" was chosen by the postmaster general because it sounded like a good place to sell goods from his wagonloads of hay he brought from Illinois to sell in Wichita. The original schoolhouse was built in 1876 and used until 1902 when a new one was erected on the same site. In 1907, Hays had its first courthouse which still stands today (it has been replaced three times). In 1915, Hays had its first bank and two years later it started an electric streetlight system which continues to this day. In 1916, Hays became one of seventeen towns located within the Wichita metropolitan area as part of local government consolidation under Kansas Governor James Guthrie; however, due to financial difficulties caused by World War I and lack of agricultural production following the war, only six residents moved into Hays during that time period; four-fifths of all residents came from elsewhere within Wichita metropolitan area through migration or settlement activities such as building homes or shops on land already developed thereabouts during that time frame. By 1930 about half of all family incomes were less than $10 per week before taxes (the poverty rate then stood at 27%.) However since 1930 approximately seventy percent* of all family incomes have risen above $50 per week before taxes so very few people have experienced significant impoverishment during that time frame despite overall economic decline for much larger portions†of middle class America associated with Wichita’s largest city center . </p> Accordingly many people who live close enough to attend public schools are able to get their education while also working if they want it While others find themselves forced into “new poorhouses” established specifically for those living too close to work.
