Emporia is a city in Kansas, United States. The population was 2,291 at the 2010 census. It is the smallest city in Kansas and second-smallest municipality in Kansas after Lawrence. The Kansascity listed it as one of "The 25 coolest cities to live in" in 2009. The first Emporia was established on July 10, 1847 by citizens of Independence Township and Jasper County. On November 6, 1850, the City of Emporia was organized from portions of Independence Township and Jasper County. At its incorporation, Emporia had a population of 100 people. In 1857, when Emporia became part of the Union Territory of Kansas under President James Buchanan, it had a population of 1,500 people. In 1907 when the State Legislature passed an act creating Shawnee County within the newly created state, parts of Osage Township were annexed into Shawnee County including most or all of what is now downtown Emporia. This annexation increased Shawnee's size to over 50 square miles (150 km2). When Territorial Governor John Wofford vetoed legislation proposed by then-Senator Charles Sumner that would have given Shawnee County land east of Topeka to become part of Emporia instead; Sumner responded with a speech denouncing Wofford's veto as unconstitutional usurpation power which hearkened back to Indian Removal days when Indian Chiefs could own any land they wished without government approval or compensation. A petition was circulated among some residents Cascade Hill and Park Hills area asking for their streets be named after local heroes like Robert Eichelberger and George Armstrong Custer - names which were eventually added to both areas' street grids following community input (see also Cascade Hill Plaza). In 1911 an act providing for consolidated city government for two townships within Shawnee County authorized creation of what is now Second Ward on the eastern edgeof First Ward which included much downtown today including several blocks between Third Street southward and Fourth Street northward; this territory constituted what are now Downtown East Side on the east sideand Northwest Corner on the west side currently constituting Northwest Corner Arcade District on current map (See also History Of Downtown East Side) while also annexing much land along Cass Avenue northward from Prairie Road northeast corner past interurban tracks running through town forming present day North Capitol District boundaries; this area formed present day Central Business District boundaries today with Cass Corridor continuing east from north Capitol district boundary past interurban track running through town forming present day South Capitol District boundaries before Blvd changes hands between West Capital District &East Capital District each time becomingWest Capitol District &East Capital District again resulting in name change although same buildings still exist
