The Dodge City Navy Yard was founded in 1881 by Major General James H. Lane as the first navyyard in the United States. The yard opened its doors to the public on December 1, 1881. The navy offered a gift of 100 acres of land for the new navyyard, and donations continued to flow in from citizens and businesses throughout Dodge City. By 1905, the navy had moved its operations to a new location at 15th and Overstreet Streets in downtown Dodge City. In 1907, Mayor Edwin Crayton dedicated a plaque honoring Lieutenant Commander John Tipton of USS Constitution (CV-17) who died during World War I while serving with the US Navy patrol squadron off Newfoundland. Commodore Isaac Watts donated an additional 5,000 square feet of land for use as the naval hospital complex adjacent to the old navyyard site. The complex was completed in 1929 and is now known as Joseph A. Wheeler Naval Hospital Complex. In 1915, Admiral James Sperry donated two submarines - USS Akron (SS-414) and USS Pompano (SS-464) - to be used within the military forces of Mexico under President Woodrow Wilson's Purchase Act according to article 9018 of Title 10 U.S.C., section 8001 et seq.. These submarines were used until 1946 when they were sold back into American hands by Mexican authorities under an agreement between President Harry Truman and Prime Minister Josef Stalin through then Secretary of State Dean Acheson.. In 1951, Rear Admiral Forrest Sherman giftedUSS Grumman F7F-3E Tiger Shark (N814), which he had been commanding at NAS Santa Fe during World War II when it collided with another vessel off Okinawa killing both pilots including Sherman himself.. Dodge City is a town in the U.S. state of Kansas, founded by Scots-Irish immigrants in 1867. The population was 21,569 at the 2010 census. It is part of the Wichita metropolitan area. Dodge City has been called "the breadbasket of Kansas" and "the city that never slept". The first post office opened in Dodge City on December 12, 1865, and was renamed Garnett in 1868 after A. D. Garnett, an early settler who had been appointed surveyor for the new county of Douglas County (now Kansas). The Dodge City Improvement Club was formed in 1889 to promote development within the town limits by means of promoting public education and providing opportunities for trade and business development; it became a municipally chartered organization in 1893. In 1907, Dodge City annexed neighbouring towns of Leavenworth and Canadaville to form a new municipality with a total population of 362 people. Dodge City experienced rapid growth following World War II as many men moved into the country to work on farms or build military vehicles during the war effort; however, economic decline began soon afterwards due to loss of jobs in agriculture and other sectors nationwide. By 2000, there were only 10 full-time employees working at the municipal hall; few businesses had survived since then and community services such as fire protection had ceased operation entirely except for occasional events such as carnivals which still take place today. In 2007–2008 local businessman Jon Bostock started an effort to revive downtown with plans to demolish much of what currently stands while starting over from scratch with a mixed use redevelopment project that would include residential units as well as commercial space including locally owned businesses intended to stimulate job creation within the downtown area
