On July 15th that year, Dodge City became an incorporated town with a population of 10,000 people under its own governance; this made it one of only two towns in Oklahoma Territory to be so designated (the other being Guthrie). The first mayor of Dodge City was John Fenton who served from 1892 until 1896. Other mayors during this time include Wm Henson (1896-1902), Arthur Watkins (1902-1904), Atherton S claycroft (1904-1920), Harry Dillman (1920-1924) and Clarence Cashion (1924-1945). The last mayor before annexation by Topeka was John Waddell whoserved from 1945 until 1949. As part of its incorporation process as an incorporated town, DodgeCity adopted its first constitution and laws on December 6th 1909 which provided for township government with three trustees who would make decisions on village matters including irrigation ditches and streets etc., fire protection measures including regulations on building construction etc., zoning ordinances setting limits on lot sizes etc.; while keeping open most aspects associated with full city status such as police service or public funds available only to those living within municipal boundaries - something that would continue intoTopeka's sovereignty over the city proper following annexation.
