Waterloo, Iowa is a small town in Otter Tail County, Iowa, United States. The population was 1,812 at the 2000 census. Waterloo was founded in 1855 by settlers from New York City. The first post office in Waterloo was established in 1856. In 1860, the village of Waterloo had a population of 329 and a schoolhouse. In 1865, the village of Waterloo merged with the town of Newton to form an enlarged Newton-Waterloo community. In 1870, the Newton-Waterloo community became an incorporated city and that year Waterloo received its charter as a city. The city held its first public meeting on November 3, 1870. By 1880, it had a population of 2,703 and a library which served the community until 1916 when it closed due to lack of funds. It reopened in 1927 as the Waterloo Historical Museum under auspices of the City Council. In 1932–1933, during World War II, Waterloo participated in three projects - building airfields for use by Allied forces; erecting war memorials; and painting murals inside and outside local churches to remember those who died in service or were injured while serving their country. From 1945 through 1949 (the wartime years), it operated as military barracks for members of the US armed forces stationed throughout central Illinois including many here at Waterloo - part of what was then called "The Great Chicago Defense Project". After World War II ended there were efforts to return water power to our Community but this project never materialized

In the early 1850s, Waterloo's first school was built on a small hill near the present-day intersection of Elm and Cedar streets. The town grew rapidly, and in 1852 it incorporated as a village. In 1855, Waterloo merged with nearby Burlington to form the city of Burlington. In 1915, Waterloo adopted its current name – Iowa’s capital – after George Armstrong Custer, who had died in battle two years earlier at the age of 25.
