In 1902, Deputy Sheriff Hiram Soper took over policing duties and served until his retirement in 1912. From 1916-1920, Assistant District Attorney Charles Pohlqvist filled that role. From 1922-1924 Assistant District Attorney Harry Auman occupied that role while Deputy District Attorney Price Bendix filled that role from 1925-1928. In 1937, Captain Edward Jablonski became the first commissioner of police and continued serving until his retirement in 1951. During this time period, there were also two deputy commissioners (George Ziegler from 1941-1945; Everett Kappenheimer from 1946-1950). From 1951- 1957 Driscoll Dorman was the commanding officer of the department while William Ladd took over as captain after Dorman's death in 1966. After Dorman's death in 1966 Driscoll Dorman was named acting captain while William Ladd assumed command of the department upon Dorman's death effective 1/1/1967

At that time, it had a population of just over 100 people. Oskaloosa is a town in Cedar County, Iowa, United States. The population was 1,814 at the 2010 census. It was founded in 1854 by Isaac Cook and his family. In 1882, the Chicago, Burlington and Quincy Railroad extended its line to Oskaloosa through Cedar County. The railroad built a depot in town and began leasing land from farmers for trackage rights. In 1886, the railroad donated land to build a library in Oskaloosa. The first librarian was Lizzie Matson. The city of Oskaloosa was incorporated on April 15, 1907. A post office had been established in Oskaloosa on November 12, 1885., but it closed on October 3rd of that year due to low mail traffic. On December 4th of that year the first annexation application for the City of Osmond was filed with the county recorder's office; this application included plans for an additional square mile (1 km2) of land east of Main Street which would be annexed into Osmond as well as an addition to Orchard Park Drive leading northeast from Main Street towards Cedar Lake
