The town was platted in 1851 and named for Captain Samuel Oskaloosa (1798-1868), an American Revolutionary War officer who had served as aide to General David Palmer during the war. In 1901, three brothers started a grocery store which became one of the largestbased businesses in Oskaloosa until it closed its doors in 1982. Oskaloosa also has several small businesses that contribute to its economy including two restaurants, two gas stations, and two lumberyards. The community has several churches including First Methodist Church which was founded in 1876 and Second Baptist Church which was established in 1915. After Iowa joined the Union in 1867, Oskaloosa became the capital of newly formed Iowa Territory. In 1912, Oskaloosa became home to its first black population when James Loyd moved to the town from Dubuque. Loyd ran a grocery store and served as mayor from 1912 to 1914. Oskaloosa experienced some significant growth during World War I; its population increased from around 100 residents in 1917 to over 1,500 by 1918. After World War I ended, however, Oskalooca's population dropped back to around 100 residents by 1922 despite efforts by local officials to revive the town's economy with new businesses and housing development. In 1951, President Harry S Truman dedicated Route 66 near Oskaloosa as part of his "Destination America" program; Route 66 has since become one of America's most popular tourist destinations. As part of this project, Truman also designated several towns along Route 66 as "destination villages." One such village was Oskaloosa; after being chosen as part of this designation, the Town Council began developing plans for a shopping mall that would serve as both an economic engine for the village and a source of pride and civic exposure for nearby towns along Route 66. However, plans for the mall never came to fruition due to budget constraints within then-new Des Moines Mayor John Vrdolyak's administration; instead Vrdolyak placed focus on expanding Interstate 80 eastward into southern Iowa through downtown Des Moines rather than developing any new retail space within city limits (though he did approve plans for an outdoor movie theater located within city boundaries).
