The name Oskaloosa comes from the Sioux word "oskaho" meaning "a place to hunt." The first settler in what is now Oskaloosa was John Cranch in 1851. Other early settlers were David and Mary Smith who arrived in 1854. In 1865, George Washington Hightower settled here and laid out land that became Oskaloosa Township. He named it after his sister's birthplace on the Dakota side of the Missouri River, Osage Heights. In 1876, a post office called Ottumwa was established in Ottumwa Township; it was discontinued in 1898. Oskaloosa township was organized on November 3, 1881; it became UPPER JORDAN COUNTY when it was separated from Ottumwa township. At its founding, UPPER JORDAN COUNTY included all of Johnson County east of Cedar Rapids Avenue (now I-235), as well as parts of Webster and Montgomery counties to the south and west. On February 15, 1895,upper Jordan county merged with far western Johnson county (and Ottawa County) to form this present day Iowa state government structure; however much of what is now lower Jordan county remained within upperJordan county until 1978 when that area became part of Clinton city limits
