North Liberty is located on the north bank of the Mississippi River, just east of its confluence with the Iowa River. The first white settler in what is now North Liberty was John Neely Bryan in 1847. The first post office in what is now North Liberty was established in 1852. The name "North Liberty" was chosen to honor John Noble Logan, a U.S. Representative from Ohio who served from 1853 to 1861 and again from 1863 to 1865 as chairman of the House Committee on Territories and Indian Affairs. In 1907, Wm Fenton built a dam across the Missouri River near present-day North Liberty for irrigation purposes; this raised water levels enough to make farming possible on what would have been an extremely dry land before this development occurred. In 1908, city fathers decided to establish a town within their limits and named it North Liberty after Wm Fenton's dam; they also made donations towards its founding costs which totaled $5,000 (). This was one of only three towns in Iowa that were founded by city fathers (the others being Waterloo and Davenport). 2 years later, on November 15th 1909, residents of North Liberty voted unanimously to become incorporated as a town under Iowan law No 24/911 ().
