Keokuk was founded by the Sac and Fox Indians in 1836. The city was named after John C. Keokuk, who served as the United States Postmaster General from 1881 to 1889. In 1849, Keokuk was the first town in Iowa to be laid out. The town was named for General James K. Polk, who had been President of the United States at the time. The town was founded on a farm that was part of what is now Keokuk County. In 1855, the first school in Keokuk opened and served students from kindergarten through grade 6. In 1861, Keokuk became the capital of Iowa and its first mayor was John A. Dickson. In 1865, the state legislature moved from Council Bluffs to Keokuk and it remained so until Des Moines took over in 1908. The city's current name comes from a local legend which tells of a man who went into a trance while fishing and announced that he would name his new community "Keokuk".
