Chase, General Order No 2 was implemented which ordered all white businesses closed within three years for "the redemption of black men". This order had an impact on downtown business owners who were able to keep their businesses open but were forced to sell their property at public auction to meet government requirements for compliance with new Reconstruction laws Two years later (1867), ordinance No 5 was passed which provided for racial segregation in public transportation throughout town; this included segregated buses operated by local authorities transporting citizens from east side neighborhoods northwest of downtown to west side neighborhoods east of downtown That same year saw establishment of Grinnell College here along with other colleges and universities that later merged into University OfIowa (now UI) A decade later (1901), due largely to Grinnell's influence heavy industry began moving into town including breweries such as Kinnear Brewing Company and Anheuser-Busch Brewery which would eventually form Des Moines Brewery . In 1916 Congress enacted Prohibition which caused economic hardship for many small towns across America; however after repealIowaCity experienced a resurgence as many young people moved into town looking for opportunity Finally starting in 1949 Interstate 45 bypassed town entirely creating an immediate increase in traffic ; this increased demand led to increased development around Findlay Road/First Avenue especially along Interstate 45 corridor leading up towards Interstate 80
