It is the county seat of Johnson County and lies on the Missouri River. Council Bluffs was founded by fur traders in 1824 as a trading post on the mouth of the Des Moines River. The first settler named Council Bluffs was James Kapparentz; he built a cabin there in 1826. In 1827, David Rice opened a store here and began to trade with Native Americans for goods from Illinois and other parts of America. By 1830, Council Bluffs had become an important commercial center on the Missouri River because of its location near both points where wagon trains could cross into Canada for supplies and also because it offered access to boats that Could transport goods downriver to Chicago and other cities. In 1836, President Andrew Jackson established Fort Smith as a military post on the banks of the river opposite Council Bluffs so that Indian scouts could be kept under control during his Term as President. The ordinance created a council to regulate business and trade in the new Territory of Iowa. The first Council Bluffs meeting was held on November 16, 1854. The permanent city was laid out in 1855 and named after James K. Polk, who served as U.S. President from 1840 to1845 and helped create the United States Constitution. As a result of its location at the confluence of two rivers, Council Bluffs became an important commercial center for the region and was known for its manufacturing capabilities. In addition to its economic importance, Council Bluffs also served as a key military outpost throughout Iowa during both World War I and World War II. AfterIowa’s admission into the Union in 1912,CouncilBluffs continued to play an important role throughout Iowa’s political process until it ceased to be an official city status in 1966. Today, some remnants of Council Bluffs’ history still remain such as its popular tourist destination known as “The City that Can Not Be Taken Away” which is located near downtown Council Bluffs; and its annual “Citizen's Festival” which is hosted by the Chamber of Commerce in early summer and features local music, artistry, food trucks etc..

Council, who had organized the first local militia unit in Iowa Territory in 1838. In 1865, the Union army abandoned its offensive operations against Confederate forces in northern Iowa and moved south to Council Bluffs; this event is generally considered to be the beginning of the end of the Civil War in Iowa. The city experienced significant growth during the late 1800s and early 1900s as a result of its role as a major transportation hub and its position as a cultural center for eastern Iowa.
