Council Bluffs, Iowa is a city in the US state of Iowa. It is the county seat of Polk County and was founded on February 14, 1854. The city has a population of 84,304 as of 2019. Council Bluffs is located in the Midwestern United States on the Missouri River. The river forms a border with Illinois to the east and Wisconsin to the west. The first Europeans to visit Council Bluffs were Frenchmen in 1775 who built Fort de la Motte on what is now State Street Bridge across the river near today's Civic Center. The fort served as a trading post between France and Britain until it was destroyed by American Indians in 1779. French traders started arriving here more frequently after that until 1800 when construction began on what would become known as City Hall Square at what are now North First Street and South Second Street. In 1854, when Iowa became a state, City Hall Square became Iowa’s capital city. In 1861 Union General John Buford destroyed part of Fort Dodge (now Des Moines), giving American settlers an opportunity to settle in this area where they founded Amesbury Township in 1865; Plymouth Township in 1870; Glenwood Township in 1874; Cedar Rapids Township in 1876; Newton Grove Heights Cemetery No 2 annexation 1912 made it one unit with Cedar Rapids; Newton Grove Heights Cemetery No 3 annexation 1916 made it one unit with Waterloo-Cedar Falls from 1915 until its merger into Council Bluffs 1931 - making it one of only two cemeteries within an incorporated municipality still existing outside of municipal boundaries today! It wasn't until 1901 when Sioux City incorporation was granted so that this large central Iowa community could have an official name - "CouncilBluff". At first there were suggestions for: "Iowa City", "Dodgeville", or even "Wichita" but these names never caught on because they were all thought to be too geographicalsounding or Prairie-sounding (having been proposed by then-Mayor Charles Wacker). In 1956 Mayor Elmer Andersen vetoed Resolution 692 calling for Wichita because he felt that Wichita would have sounded too much like Kansas City!
