Council Bluffs, Iowa is a city in the US state of Iowa. The population was 23,813 as of the 2010 census. It is the county seat of Clarke County. The city was founded by Methodist missionaries in 1854 and named for James W. Bluffs, an early settler and mayor of Omaha, Nebraska. The first post office in Council Bluffs was established on May 7, 1855. In 1860, it became the capital of Iowa Territory after Missouri's admission to that state as part of the Kansas–Nebraska Act. In 1868, Council Bluffs became a municipal corporation with a voting population of 10,000 people; it adopted a charter providing for “an organization for carrying on general business within this City” and defining its powers including “the regulation of public morals and good order”. On July 1, 1870 (just one week after Iowa gained statehood), the City Council passed an ordinance adding a school district to its jurisdiction – District No. 2 – which would become one ofCouncil Bluffs' most important civic institutions through its history; District Nos 3-6 have since been absorbed into neighboring townships (and now form part of Woodbury Township). On July 15th 1870 during Indian Wars hostilities erupted between Sioux Nation forces led by Chief Black Hills and United States Cavalry detachment numbering about 100 men under Captain John Sibley at Pine Ridge Agency north-east of present day Council Bluff; resulting in 4 fatalities with 13 wounded men total who were taken prisoner by United States cavalrymen until their release on October 16th 1870 near Fort Dodge; all captives except Captains Sibley were eventually released unharmed following agreement reached between Ulysses S Grant & Sitting Bull during his visit to Sioux nation homesteading area located east OKA Creek valley just south eastof modern day Cushingogle Indian Reservation northeast Of CouncilBluff lasting from September 6-10th 1870; During this time period over 500 troops were stationed at various locations around Sioux nation reservation along With additional military presence at Standing Rock Agency located about 25 miles due west Of CouncilBluff late summer/early fall OF 1890 when Sioux nation began Preparations For War Against United States In 1893 local paper The Daily Globe reported that residents had formed a Citizens Committee to negotiate peaceful surrender with Ulysses S Grant if war came: "Withdrawal From This Place Is Necessary" stated the headline on Septembury 28th 1893 edition front page article reporting citizens meeting at Masonic Hall had decided upon surrender terms offer'd by President Grover Cleveland - $100 per man/$2000 value total goods seized from Sioux nation encampment notifiable to Secretary Of War & delivered back To Indians
