Council Bluffs, Iowa is a city in Addison County, Iowa, United States. The population was 1,693 at the 2010 census. It is the county seat of Addison County. The name "Council Bluffs" was given to the town by General William Tecumseh Sherman on July 6th, 1871 after he and his army burned down a village in Illinois called Council Bluffs for insulting him. The first post office in Council Bluffs was established on November 12th, 1872. On October 15th of that year, Judge John Nicollet became the first Mayor of Council Bluffs. The first business conducted in Council Bluffs was a sale of goods at the Indian Store on December 3rd. This store stood until 1907 when it caught fire and burned down. On May 1st 1898, Judge John Nicollet resigned from his position as Mayor due to health problems which led to him being replaced by Asa Hutchinson who served until 1902 when he also resigned due to health problems which also led to his replacement by George Wickersham who served until 1906 when he was removed from office because of bribery charges which were later dropped against him. In 1916 President Woodrow Wilson visited Council Bluffs while touring America and made an official speech accepting nomination for president from Representative Charles Evans Hughes of Nebraska on January 20th 1916 at council bluffs high school arena before 9000 people present including Governor Leonard Woodruff and US Senator James Buchanan who were also celebrating Mr. Hughes' victory over Samuel Jettman). In 1924 Congress passed an act making CouncilBluff the seat of government for Addison County; this action resulted in the departure (on February 14th) of Mayor Asa Hutchinson from office effective March 1st 1924 On January 5th 1925 Congressman Byron White entered into an agreement with Mayor Harry Vaughan not to oppose each other's nominees for re-election during their campaigns for that term but instead work together towards creating a new political party called "The National Republicans". On April 2nd 1925 White won re-election against Vaughn with 54% of the vote (the only time since Reconstruction where two candidates have won election without any competition). On June 26th 1927 Vernon Huggins becameMayor after winning an election held earlier that month against future Ulysses S Grant III (who had been nominated by then-Governor Howard Pyle). Huggins would serve until 1969 when he retired due to ill health In November 1929 Vice President Hoover delivered a speech at Brown University entitled "The American Presidency: Its Origins and Development." In this speech Hoover laid out how presidential power had come about through amendments such as Section 4(b), giving Presidential power over tariffs & trade policy In 1932 Franklin D Roosevelt became President following victories in both New York State and Ohio .
