Council Bluffs was founded in 1854 as a small town on the east bank of the Missouri River by General John C. Fremont and his men after their retreat from Mexico City. The first store in town was built near what is now First Street and Elm Street. The town grew rapidly due to its location on the Santa Fe Trail and its access to both water supply and trade with nearby Missouri Cities and Kansas City. The municipality of Council Bluffs was organized on November 5, 1868, following a vote by residents of other towns within Douglas County over whether to form a new county or remain part of larger Jackson County. On February 14, 1870, Mayor Isaac Leland suggested that the name be changed to "Council Bluffs" in honor of then-Senator George Stephen Council (R-Iowa). In 1871 when Congress passed an act providing for territorial organization within Kansas Territory it became necessary for local governments to submit resolutions recognizing this change so that they could receive financial support for maintaining law and order during the territory's provisional government which lasted until May 14, 1876 when Kansas Statehood occurred When Congress repealed all laws enacted between July 1st 1861 and June 30th 1865 due to Ulysses S.
