Council Bluffs is a city in Iowa, United States. The population was 20,824 at the 2010 census. It is the county seat of Emporia County. The name comes from the French word "croix" meaning crossroads and "bluffs" meaning high ground. The first settlers in Council Bluffs arrived in 1838 as part of the Mormon Battalion. A post office was established there by order of President James K. Polk on December 2, 1839, and was named for General David Dixon Porter's brigade that had fought at Battle of Palo Alto on October 7, 1847. The community grew rapidly during the 1840s and 1850s due to its location at the junction of two wagon trails leading into Kansas Territory. Council Bluffs became a town on July 1, 1855, when it annexed the neighboring town of Sioux City. During World War I, Council Bluffs played an important role as a munitions depot forthe American Expeditionary Force (AEF). On November 11, 1918 – just days after America entered World War I – Mayor John Ahern requested that all businesses within city limits close so that employees could take part in military training exercises led by Lieutenant Colonel Edward Jelliffe III organized by United Defense Forces District Commandant Arthur Halsey Jr.. On October 6th 1917 Council Bluffs voted to join with other towns in Iowa to form the new Federation Borough form Des Moines County which would become one of 33 U.S counties formed during World War II through Act No 436 (49 Stat 589), also known as Rural Electrification Act of 1935 On April 14th 1951 Paul Fenton announced he would be running for Mayor against incumbent John Ahern who had been elected 3 years earlier with nearly 60% of the vote- an all-time high for voting turnout in Iowa City mayoral elections In his victory speech Fenton stated "I am not running because we have too many taxes or because our government isn't good enough- I am running because I want better government." He served two terms before being succeeded by his son Dan Fenton who also served two terms before being replaced by his grandson Darnell Fenton who currently serves as Mayor
