The first Chief of Police was George Pillsbury who served from 1870-1875. He brought many changes to the department including introducing night patrols, establishing rules against drinking while on duty, providing training for officers on how to deal with suspects and using radios instead of personal radios for communication between units. During his tenure, crime rates decreased while morale improved because people felt confident that their safety was always being taken care of by this professional force. George Wojciechowski took over as Chief during World War I and made great strides forward with the department; he introduced traffic regulation programs which functioned successfully until Prohibition hit America in 1920). Wojciechowski also instituted reforms such as creating ranks within the force (sworn officer vs Probationary Constable), developing computerized records management system and making use of outside experts in criminology (such as John Leland)to help improve prosecutions resulting in convictions . Cedar Falls, Iowa is a small town in west-central Iowa that lies on the Missouri River. The town was founded in 1854 as a stage stop on the Santa Fe Trail. Cedar Falls became a heavy manufacturing center during the late 19th century, and its economy has been based largely on agriculture since then. Today, Cedar Falls is a bedroom community with some 200 residents, most of whom are employed in the nearby Des Moines metropolitan area. The history of Cedar Falls can be traced back to 1854, when stages stopped at this junction on the Santa Fe Trail. The first permanent settler in Cedar Falls was George Birdman, who arrived from Illinois in 1852. At first,Birdman built himself a log cabin near what is now Market Street. He later moved to what is now First Avenue and northeast corner of Elm Street. In 1857, he married Sarah Halsey and they started farming around their new home on land that they purchased from John Chamberlain for $1 per acre (about $30 per square mile today). In 1862, Captain Ebenezer Portermore founded Porters Ferry Landing downstream from Cedar Rapids docks to provide easy access for goods transportation down the river between those two cities. This ferry landing served as an important commercial center until 1915 when navigation improvements made by the United States Army closed it permanently due to flooding caused by ice jams along the river demarcating Iowa from Nebraska Territory. A few years later, Portermore donated land east of his original landing site for use as a social and recreational spot known today as Porter's Parkatheater District.. In 1865 Swedish immigrants Ole Bull (1814-1875) and Lena Almqvist settled here after arriving on horseback through Sioux City under escort from St Paul Minnesota via Council Bluffs,. They built themselves four homes near where First Avenue now stands; one still stands today (the old Post Office building). They named their settlement "Cedar Rapids" after their hometown of Cederfors (now part of Stockholm Sweden). From 1865 until 1920 there were no attempts to settle Cedar Rapids away from its downtown core because most people felt that doing so would have interfered too much with business activities conducted within its limits; instead residency was restricted primarily toriverfront property east of Main Street (). It wasn't until 1914 that authorities decided to close Porters Ferry Landing due to increasing flooding which had become more frequent due to increased ice meltage in wintertime runoffwater levels along both banks of the Missouri River below present-day Cedar Rapids city Limits (). In response theretoone groupof men volunteeredto take over running affairs at Porters Ferry Landing before it finally closed forever (). In 1916 plans were created for what would eventually become modern day Cedar Falls (); development began soon thereafter with completion in 1922 . During World War I many local businesses produced materials needed for military service (), such as shoeshine parlors () located just south of Second Avenue between Richards Road and Vine Street; these businesses closed after hostilities ended but reopened shortly afterwards once hostilities ceased(). Many families also lost their homes during that time period because so many soldiers were stationed here (); however many moved back into their homes once hostilities concluded (). Some additional post-war businesses opened up such as ceramics store (), dye house (), bakery (), grocery store (), etc.; these continue operations even now within walking distance or driveability OF downtown corespreading throughout Des Moines Metropolitan Area
The first white settlers in Cedar Falls were the Wheeler family who arrived in 1835. The town was originally called Fayetteville and was located on the east side of the river. The name Cedar Falls was chosen by J.H.Condon, a local merchant, after he saw a beautiful waterfall near Burlington, Iowa. The first post office in Cedar Falls was established in 1853 and the population reached 1,500 people by 1860. In 1870, Cedar Falls became a city and the first mayor was Simeon Auld. By 1907, there were over 25 businesses in the city and it had a population of over 100,000 people. During World War I, Cedar Falls played an important role as an airfield for American forces serving in Europe. After the war ended, many residents left for different parts of America but some remain to this day as residents of Cedar Falls
