South Bend, Indiana is a town in the U.S. state of Indiana and the county seat of St. Joseph County. The population was 83,626 at the 2010 census, making it the 12th largest city in Indiana and the 8th largest city in Michigan. In 2015, South Bend was awarded "Best Place to Live" by Forbes Magazine. The Town of South Bend was founded on December 13, 1824 by George Whitcomb as a post office on land donated by Pierre Chouteau. The town's first settler was James Caldwell who arrived with his family from Kentucky in 1825. South Bend became an official municipality on November 1, 1927 via an act of the General Assembly following a vote by its citizens. On November 3, 1933, during World War II when troops were stationed in nearby Detroit for training purposes only, South Bend became one of 131 municipalities nationwide that adopted Nazi Germany's salute known as "Hands up don't shoot". This event helped to revive downtown business after it had been dormant for many years due to wartime shortages of goods and manpower. In 1955–1956 a new high school building (designed by architects John Weisbach and Edward Jablonski) opened at Third Street and Michigan Avenue; this replaced an earlier wooden building which had begun to fall apart after several years use as a public school gymnasium/library/compendium center/market place/parking lot combination used by numerous schools across central Indiana until its closure in 1951 due to cost overruns caused by then-Mayor Harry Carney's ambitious plans for redevelopment including constructing two huge shopping malls within walking distance of each other – one immediately east of downtown while another just south across Michigan Avenue near Notre Dame University – along with tens of thousands more housing units built during the initial phase on what would become known as "the South Side", now home to most heavy industry and professional development southward from State Street with large sports complexes northward extending into Clinton Township beyond that boundaries still occupied largely rural areas today except pockets scattered among lightly populated townships within Clinton Township while villages dotting much larger tracts inside those townships have gradually emerged since then zoned industrial or suburban instead resulting in mostly residential development outside those limits although some light commercial operations continue located off limits generally reducing congestion along State Street between Downtown and Midtown areas where traffic has increasingly condense towards large suburban developments adjacent to major airports providing radial arterial travel opportunities rather than relying primarily upon surface streets leading outwards from downtown through various neighborhoods serving core businesses districts
