The city began building its own navy Yard in 1853 and commissioned two ships, the USS Paulding and USS Quincy, that year. In 1858, the city erected a new Naval Yard on White River which would serve as home to both the navy and local industries. In 1865, after Confederate General Robert E. Lee surrendered at Appomattox Court House, General Ulysses S. Grant ordered all Union warships present be sunk or captured for use as target vessels by Confederate forces occupying Kentucky. However, most of these vessels were not destroyed but instead used as floating docks for supplies and troops until 1870 when they were finally pulled down and scrapped. Despite this negative experience with naval destruction during the Civil War period, Shelbyville continued to build its own navy Yard through Reconstruction until it closed in 1922 due to budget cuts caused by World War I. This left Shelbyville without a permanent navy presence until 1986 when USS Constitution Museum opened on White River dock which served as home to the city's naval fleet from 1886-1992 . Shelbyville is a city in Indiana, United States. The population was 6,491 at the 2010 census. Shelbyville is the county seat of Shelby County. It is part of the Indianapolis–National Urban League Metropolitan Statistical Area. The first permanent settler in Shelbyville was James Caldwell, who founded what would become Caldwellsboro on November 15, 1796. A post office called Caldwellsboro was established in 1807, and remained in operation until it was discontinued in 1827. In 1830, Drury built a house on land that now forms the eastern edge of town. In 1836, John Smeaton purchased land east of town and erected a log cabin which became the first frame building in Shelbyville. By 1840, there were five frame buildings in Shelbyville with a total population of seventy-two residents. A group of citizens (the "First Municipality") organized to secure government services for their town by purchasing Indian Treaty lands adjacent to present day downtown from the Chippewa nation on May 1, 1847. The First Municipality consisted of twenty-one members and functioned as an advisory board to the then-new Jefferson Township Government. On October 8th same year they voted to change their name to "Shelbyville" after President James Kenedy's visit thereto on October 7th following his re-election as Vice President under Andrew Johnson On November 3rd 1870 when Louisville & Nashville Railroad reached from Fort Wayne through current day Lafayette Street into southeastern section near where Griggs Road meets Interstate 65 north side we laid track over old salt bed and named our new station 'Lafayette' The opening ceremony for this significant event took place at this newly renamed Station located just east of today's City limits line

The town was founded in 1824 as a trading post on the Yellow River by General David Wilkinson and his brother-in-law, Colonel John Anderson. In 1847, Shelbyville became known for its production of butter and cheese. The Butterfield School was built in 1849 and remains the only public school in Shelbyville. In 1865, General William Tecumseh Sherman's army passed through Shelbyville on their way to battle at Turtle Mountain near Nashville. The general stopped at the local tavern where he had dinner with local businessmen and generals before continuing his journey northward. The townspeople attended Confederate soldiers’ reunion meetings organized by Samuel Morse that evening outside the town hall. In 1969, Shelbyville became one of five towns (the others being Terre Haute, IN; New Albany, IN; Fort Wayne, IN; and Valparaiso Junction, IN) to be annexed into Evansville Township when that community formed from much of Hamilton County south of the river after it voted to secede from Indiana following the American Civil War. Evansville Township currently has a population of over 100 000 residents within its boundaries including Shelbyvillians who live within unincorporated areas surrounding EvansVILLE township such as West Salem and Mount Pleasant Mound communities which are also included within EvansVILLE township limits without having any municipal government relationship with either township
