In 1917, the first air forces were activated in the United States when American planes delivered munitions to France during the war. In 1907 the Indianapolis Municipal Court moved from Greenwood to Marion because that area had become too urban for court needs. In 1912 the city limits were increased by 10 square miles (25 km²). On November 16, 1916 Governor James Moliney signed an act creating Greenfield Township in addition to Marion County and giving this new township all of Whitehall Township east of I-70. This created what is now known as West Harrison Township in central Indiana and made Greenfield municipality within its borders which lasted until 1959 when it merged with Merrillville into one entity called Merrillville-West Harrison Township
