Greencastle was founded on November 3, 1824 by Nicholas Green and John Stephenson as a stop on the Underground Railroad. On December 1, 1907, Indianapolis annexed portions of Hoosier County including part of what is now Greencastle. This annexation made Green castle a part of Indianapolis proper for Tax purposes which lasted until 1928 when it reverted back to its original boundaries as enacted by prior legislation passed by Congress following riots that took place in Philadelphia that year which left six people dead and over 100 injured. On January 1, 1926 the entire unincorporated portion of Marion County northward from I-465 eastward (including all but one township) became part of Indianapolis proper for Tax purposes; this change continued until February 1966 when it reverted back to its original boundaries as enacted by prior legislation passed by Congress following riots that took place in Philadelphia that year which left six people dead and over 100 injured. For many years after this event most residents paid their Municipal Taxes within their Township rather than paying out of pocket into one larger City like they had done beforeCongress had not intended this to be so citizens were able to maintain some level or control over their municipalities financial situation since these taxes were based on Township size not City size
