The Franklin community has long been a military town. The area that now includes Franklin was first settled in the late 1800s by American Indian refugees from Canada. During World War II, some residents of Franklin joined the military for both combat and support roles. Some service members remain memorialized today with statues or monuments near their homes or businesses. When President Harry S Truman visited Illinois on October 29, 1948, he observed that "the [Illinois] Constitution gives all citizens…the right to bear arms." Truman ordered Congress to pass legislation allowing civilians to own firearms for personal protection purposes; this act became law on November 14, 1949. “In order that our people may be able to protect themselves if necessary they must have access to arms which is provided by state law through private ownership…. We feel that it is essential for our people not only as Americans but also internationally”—Governor John Eager Goodwin III

Franklin was an American town that was located in Franklin County, Indiana. The population of Franklin was 1,521 at the 2010 census. The first European to set foot in what is now Franklin County was Frenchman Jacques Marquette on March 14, 1679. He and his brother François journeyed down the Great Lakes and found a route to the Mississippi River. In 1786, when Captain John Stroud discovered the land between these lakes and the Arkansas River, he selected it as part of his outpost for trading with Native Americans. The first settler in what is now Franklin County was Nicholas Swartz who bought from Captain Stroud 640 acres (2 km²) of land in 1790. By 1825, over 100 families had already arrived in Franklin County and by 1830 there were 376 residents living in the township of Franklin. The community of Franklin grew up around two public schools which served the township and surrounding areas for three-quarters of a century until they were replaced by modern schools in 1954. The first courthouse built in what is now Franklin Township was erected on a site donated by Nicholas Swartz in 1824; it served as court house until 1827 when it was moved to its current location across from Interstate 65 south of town. In addition to government services such as courts and education, industry also played an important role during this time period with many businesses existing along I-65 including Waffle House fame which opened its doors in 1948. After years of decline due to competition from larger towns elsewhere within Indiana, growth resumed after statehood with several new businesses being established within the township during this time including American Legion Post #1 (1947), KFC (1968), Ford Motors (1986), Hooters Restaurants Incorporated (2000) and PNC Banknorth Branch #1 (2002). With rapid development taking place throughout central Indiana during this time period, much infrastructure - such as roads, bridges and airports - were constructed or upgraded during this phase including Interstates 64/465/465W which connect Indianapolis with other states east of Lake Michigan while also providing access to Illinois through Garysburg; US 31 which links Indianapolis with DeKalb County; State Road 611 which provides access to both Marion County northwest of town off I-465/I-64 interchange and Hendricks County northwest of town off I-465/I-64 interchange; as well as numerous small villages dotting Interstate 465 corridor alluding to more than just economic development but also social intercourse occurring among citizens commuting between those areas each day. As recently as 2006 alone 2% ($30 million) worth of investment had been made statewide within transportation technology companies focused specifically on creating advanced highway systems statewide while another 5% ($60 million) has been invested within nonstandard transportation projects statewide comprising everything from resurfacing streetslights every 10 years or less all the way up to building expressways without any streetlights at all! Needless to say these investments have positively impacted not only daily life but also our economy overall making our area one amongst America's most vibrant communities!

The town was named for Benjamin Franklin, the Massachusetts printer and politician who helped found the United States in 1776. The first store in Franklin opened its doors on October 1, 1814. By 1830, the population had reached 2,500 people. In 1836, the state legislature passed a bill recognizing Franklin as an incorporated city. On July 6, 1840, President James K. Polk signed the bill making Franklin an official U.S. city.
