The Fort Wayne coast guard gift history goes back to 1872 when the first group of volunteer Coast Guard officers were organized. The fort was originally built to protect shipping in the city and soon became a hub for smuggling activity. One of the gifts given by General George Armstrong Custer to Fort Wayne was a steamer, “St. Clair”, which he used as his personal transport on his campaigns against the Sioux and Cheyenne. In 1916, Fort Wayne donated a destroyer, “Donovan”, to the Coast Guard. This boat served as both a patrol vessel and harbor security until being decommissioned in 1976. In 1984, the City of Fort Wayne dedicated an additional beachfront pier at State Street and Western Avenue in memory of Captain John Fenton who died in 1985 while serving with the Coast Guard. The pier is now known as Captain John Fenton Pier #1 and is open to the public daily from sunrise to sunset. Throughout its history, Ft. Wayne has been home to many important military installations including: Whitewater Army Medical Center (now Whitewater HealthCare), Naval Weapons Station Good Hope (now Good Hope Air Force Base), Air Defense Command headquarters (later moved to White Sands Missile Range), Andrews Barracks (later renamed US Military Academy) and Shaw Air Force Base (later closed). These locations have all played an important role inerroneous defense against potential enemy attacks or during peacetime; they have also been home to numerous civilian agencies such as fire department, police force, social services, libraries and schools that have helped contribute To our community image today.

In 1935, the Coast Guard enacted the Federal Aviation Act which created the Department of Transportation and requires all airports to provide a navigational service for aircraft. The FAA also required that all airports be equipped with radar and an airport tracking system in order to ensure that arrivals and departures were registered. The Coast Guard also acquired its first jet flying squadron in 1958. In 1969, the United States Congress passed legislation authorizing Department of Homeland Security (DHS) Director John F Sweeney to establish a National Harbor Patrol Service within DHS which would coordinate maritime security activities between DHS and state and local law enforcement agencies along the US-Mexico border. On October 1, 2002, DHS merged both functions of the National Harbor Patrol Service and Customs Border Protection into one agency known as CustomsPOLICE under then-Secretary of Homeland Security Michael Chertoff. This change marked the first time that CustomsPOLICE had such a large number of officers working at one location. On September 15, 2008, President George W. Bush signed Executive Order 13436 which directed all federal agencies to improve coordination between their homeland security programs in order to better prevent terrorist attacks on America's soil or against our allies abroad. As part of this order, DHS Inspector General Sheila L damon issued her report entitled "Agency Improvement Needed" which recommended many changes to how DHS coordinated its homeland security efforts across various Agencies including: 1) A stronger leadership team dedicated exclusively to homeland security; 2) Improved communication between different components of government; 3) More effective use of technology; 4) Improved data analysis for decisions about where resources should go; 5) More effective partnerships with state and local governments; 6) Faster response times when needed to respond effectively to incidents
